GLENS FALLS - John Bulova, MD, and Barney Rubenstein, MD, were recently
recognized by the Glens Falls Hospital Board of Governors with the Harry M.
"Mac" DePan Physician Award of Excellence during the Board's Annual Meeting
and Holiday Dinner.
Dr.
Bulova is the elected president of the Glens Falls Hospital Medical/Dental
Staff and has been an active physician at Glens Falls Hospital since 1977.
After retiring from active practice as a general surgeon in 2004, Dr. Bulova
set about reinventing himself, transforming his surgical excellence, patient
advocacy and professional dedication into an entirely new role as physician
leader and quality advocate. He has been instrumental in working to improve
the systems that assure consistently improving patient care at the Hospital.
He has assisted in the implementation of the Emergency Medical Treatment &
Labor Act (EMTALA) plans for physician correction, led the update of the
Medical Staff Bylaws/Credentialing Procedures Manual/Fair Hearing Plan and
provided exemplary leadership in facilitating the Medical Staff transition
from paper orders to computerized physician order entry (CPOE)
He is board certified by the American Board of Surgery. Dr. Bulova earned
his medical degree from SUNY Health and Science Center in Syracuse, NY and
completed a residency in general surgery at Buffalo General Hospital in
Buffalo, NY and a residency in surgical oncology at Roswell Park Memorial
Institute, also in Buffalo. He and his wife Judith reside in Queensbury.
Dr.
Rubenstein, who has practiced in southern Washington County for 18 years,
joined the medical staff in 2003. As medical director of the Family Health
Centers in southern Washington and northern Rensselaer counties, Dr.
Rubenstein provides leadership to a group of 12 physicians and two physician
assistants and maintains a practice in Cambridge. He has been a vital factor
in the cultivation of the positive presence that the Hospital has developed
in southern Washington County since Mary McClellan Hospital's closure. He
has led the staff through a period of rapid growth and change, including
development of urgent care services, construction of a new facility for the
Cambridge Family Health Center, long-term care physician services at Wesley
Health Care in Saratoga Springs, and the introduction of a peer-review
process for out-of-hospital physicians. He has introduced disease management
case reviews and has been an active member of the Glens Falls Hospital
Capital Cabinet process.
Dr. Rubenstein received his medical degree from Albany Medical College,
followed by an internal medicine residency at Albany Medical Center
Hospital. He is board certified by the American Board of Internal Medicine
with Subspecialty in Geriatric Medicine. Dr. Rubenstein and his wife, Dr.
Sandra Scroggins, reside in Shushan with their children Ethan, 16, and
Sarah, 13.
Each year, the Physician Award of Excellence is given in honor of Harry
M. "Mac" DePan, MD, the region's first thoracic surgeon and long considered
one of the institution's finest surgeons. Dr. DePan devoted more than 40
years of service to Glens Falls Hospital and was known for his clinical
brilliance, his extraordinary surgical skills and his penchant to learn and
to teach.
